Trails grants help communities and recreation areas fund the creation and improvement of trails for walking, hiking, cycling, horseback riding, and cross-country skiing. These grants help make communities more livable, create regional trails systems, and open up beautiful outdoor spaces for people to enjoy. WWRP is the largest source of trail support in the state of Washington.

Project Highlights

Pierce County Parks will use this grant to develop 1.5 miles of multimodal trail that provides users with safe recreational access in the South Hill area of urban unincorporated Pierce County. This phase of the trail’s development includes segments on County lands and on the Tacoma Public Utilities (TPU) Pipeline right-of-way. This grant application is for the Pipeline Trail segment from Fruitland Ave to Half Dollar Park and the trailhead elements not included in the 2022 Half Dollar Park grant proposal. Pierce County will concurrently fully fund the trail section to the south that provides the connection to the Nathan Chapman Memorial Trail at Heritage Recreation Center via a trail in the right-of-way adjacent to 90th Ave E. The project will connect schools, parks, and residences in a fast-growing, low-income, urban area that lacks safe places to walk, bike, or roll. The project connects to 112th St E, a high density residential, commercial and transit corridor and is less than 1/2 mile from the Puyallup/South Hill designated Regional Growth Center. This trail section is a segment of a broader regional trail vision that will connect downtown Tacoma to South Hill via a continuous 10-mile non-motorized corridor. The Pipeline Trail will eventually link to the Tacoma to Puyallup Trail and Foothills Trail, which both provide connections to local cities, counties, and regional destinations.

Location Details

Pipeline Phase 2 has several sections identified for construction, it will start at Worksite #1 at Fruitland (intersection of Fruitland Ave & SR-512, east side of Fruitland) and follow the Pipeline right-of-way to Half Dollar Park (94th Ave E & 122nd St E). Pierce County will construct the additional connections from Half Dollar Park to Heritage Recreation Center and the Nathan Chapman Trail concurrently (not included in this application). The site is best accessed from two locations: from Fruitland Ave just SE of the SR-512 overpass and at Half Dollar Park located on the northwest side of the intersection of 94th Ave E and 122nd St E (Parking for this location is on the southwest side of the intersection of the Pierce County STOP facility).

What is the WWRP

The Washington Wildlife and Recreation Program (WWRP) is a state grant program that creates and conserves local and state parks, wildlife habitat and working farms. The Washington State Recreation and Conservation Office administers WWRP grants, and the legislature funds the program.
